## Runtime Contract

- Agents stage RFC 7396 merge patches through `oc_config_stage`.
- Discord operator approval is required before writes.
- Approval revalidates, safety-checks, writes, blesses, and audits.
- Raw restart paths are blocked for non-meta agents.
